Zhejiang Unveils New Plan for Pet Economy Development

 

Recently, the Zhejiang Provincial Department of Agriculture and Rural Affairs drafted the "Opinions on Promoting the Development of the Pet Economy (Draft for Public Comment)" and solicited public feedback.
The Opinions set forth clear development goals: By 2027, the pet economy consumption market in Zhejiang Province will exceed 30 billion yuan. By 2030, the province aims to become a national hub for pet economy innovation, a major province for pet food brands, and a strong province for pet product manufacturing. It strives to expand the provincial pet consumption market to over 50 billion yuan, forming a new development pattern where pet industry upgrading and pet-friendly environments advance in tandem.


The "Opinions" specifically emphasize the cross-border integration of the pet economy, aiming to advance the "Pet Economy+" series of initiatives. This includes fostering the integration of the pet economy with emerging industries such as the elderly care economy, cultural tourism economy, self-indulgence economy, and exhibition economy, with a focus on cultivating new consumption hotspots. Pilot programs for pet-friendly tourism will be launched to meet the reasonable demand for "human-pet co-tourism.".
Promote the integration of the pet economy with traditional manufacturing and service industries, guiding enterprises in logistics, food and beverage, home appliances, textiles, and apparel-those with a foundation and willingness-to engage in cross-industry innovation. This will expand new fields such as pet transportation, pet fashion, pet health food, and pet smart products.
In terms of standardizing the market, the "Opinions" propose measures to regulate the pet medical service market, implement clear pricing, strengthen market supervision, and crack down on practices such as price fraud and the sale of "weekend pets," thereby safeguarding consumer rights and pet welfare.

 

Combining traditional industries with the pet economy
In addition, traditional manufacturing and service industries are encouraged to combine with the pet economy, guiding industries such as logistics, food and fast-moving consumer goods, home appliances, textiles and clothing that have the foundation and willingness to innovate across borders, thereby opening up new market areas such as pet transportation, pet clothing fashion, pet health food, and pet smart products.
