A drawing, reference product, dimensions, photos, target quantity, hardware information, and a description of the intended application can already provide useful direction.

It is also helpful to distinguish between requirements that are fixed and those that are open to recommendation.

For example:

"The finished collar must remain within this width and price range, but we are open to recommendations on the webbing construction."

is much more useful than:

"Please quote a dog collar."

The first gives the manufacturer room to solve a product problem. The second mainly asks for a price.
