"Now everyone walks their dogs on leashes in the neighborhood, and pet waste gets cleaned up promptly-no more having to walk around it!" said Ms. Li, a resident of Guandongyuan Community in Changtan, Youyi Road Subdistrict, Baoshan District, with a smile on October 23. Now, with the implementation of the "Neighborly Guandong, Vibrant Pets" self-governance project, the community has successfully transformed "difficult pet ownership" into "joyful pet ownership." A new community atmosphere of harmonious coexistence between people and adorable pets is gradually unfolding.

 

Addressing Pet Ownership Pain Points

 

"Pet waste goes unattended, and we constantly worry about kids stepping in it while playing. During morning and evening dog-walking rush hours, unleashed dogs run loose, frightening both the elderly and children." Residents still vividly recall the previous pet-related issues in their neighborhood.
During routine visits, the Guandongyuan Neighborhood Committee discovered that these uncivilized pet-owning behaviors not only impact the community environment but also easily spark neighborhood conflicts, becoming a pressing concern for residents.

 

To effectively address the issues, the committee immediately launched a special survey, collecting over a hundred pieces of resident feedback. The findings revealed that beyond dissatisfaction with uncivilized pet ownership, residents strongly desired access to scientific pet care knowledge, dedicated pet activity spaces, and standardized management of stray cats in the community. Based on these needs, the committee innovatively proposed the "Neighborly Guandong, Vibrant Pets" self-governance project. This initiative aims to explore new pathways for civilized pet ownership through resident autonomy, ensuring pets and civility coexist harmoniously.

 

"Pet Owners" Collaborate and Co-Create

 

Resolving pet-owning challenges hinges on resident participation. Recently, the Guandongyuan Neighborhood Committee hosted a "My Vision for Guandong's Pet Paradise" discussion salon, bringing together pet owners, non-pet owner representatives, and property management staff for lively exchanges on community pet-owning pain points and solutions.

 

"We could install worm towers to convert pet waste into organic fertilizer-eco-friendly and practical!" The number of stray cats in the community is increasing. I suggest residents raise funds for their sterilization to reduce reproduction."


At the event, residents actively shared suggestions, with many "brilliant ideas" gaining unanimous approval. More importantly, through collective deliberation, the "Guandong Cute Pets" self-governance group was officially established, comprising over 10 pet-owning experts and dedicated community members passionate about neighborhood affairs. The group democratically elected a leader, signed a charter, and established the principles of "self-management, self-service, self-education, and self-supervision," positioning itself as the "core engine" driving responsible pet ownership in the community.

 

Implementing Diverse Services

 

Following its establishment, the self-governance group swiftly translated residents' concerns into concrete actions. Addressing the high-frequency demand for "scientific pet feeding" raised during community forums, the group immediately partnered with the community health center to invite Dr. Zhang, a seasoned veterinarian, to deliver an educational lecture titled "How to Choose Pet Food."

 

"Could my Alaskan Malamute's large appetite lead to malnutrition?" "My cat has soft stools-are there side effects from long-term probiotic use?" At the lecture, residents continuously raised pet-care questions. Dr. Zhang provided detailed answers using real-life examples-from interpreting pet food ingredient labels and distinguishing food quality to precautions for homemade pet meals-fostering a lively interactive atmosphere. "I used to buy dog food based on gut feeling. Now I know to check protein content and ingredient order. This was incredibly helpful!" remarked Mr. Wang, a pet owner.

 

Beyond the educational lecture, the self-governance group steadily advanced multiple practical initiatives: installing "worm towers" in the community green belts for standardized pet waste disposal; launching a fundraising campaign for designated feeding stations and spay/neuter services for stray cats, with over 20 residents already contributing; setting up a dedicated "Pet Market" to promote responsible pet ownership through display boards and informational booklets; and formed a pet volunteer service team to provide residents with temporary pet care, group dog walks, and stray cat feeding services. They also assist property management with safety patrols to safeguard the community.

 

Self-Governance Yields Tangible Results

 

Today, the Guandong Pet Owners' Self-Governance Group has grown from its initial 10 members to 15. The group's independently drafted "Guandong Garden Civilized Pet Ownership Agreement" has been widely circulated throughout the community, with "Civilized Pet Ownership Initiative" notices posted on every building's bulletin board. Under the group's leadership, uncivilized pet-owning behaviors have significantly decreased. Leashing dogs during walks and cleaning up after pets have become voluntary actions among residents, with pet-related neighborhood disputes dropping by nearly 90%.
